WHY: After a long career with the U.S. Military, retired Lieutenant Colonel and Vietnam Veteran Howard Parker Rice found himself unable to stop serving. Volunteer Center @ RSVP provided the opportunity for him to continue serving by helping active military members and their families through the hardships of deployment. There is no shortage of individuals and families to help; Indiana has one of the highest rates of deployment of active military in the United States and Fort Wayne being home to the 122nd Fighter Wing Air Guard Base and the Indiana National Guard.

Rice worked to launch a number of volunteer programs serving Veterans, Military and local military families. Those include Military Tax Preparation, Operation Military Kid and the Yellow Ribbon campaign.
